Hardware [Help] rows missing in home menu

For some reason, my A9LH 3ds is missing rows in the home menu. It has a total of 60 slots for apps as apposed to the normal 300. Does anyone have a solution?

Just fill up a bunch of those spaces (maybe all 60? idk) and the rest will be added back
They're like the PC boxes in Pokemon. More are added as you fill them

Okay I got several slots back but I'm curious as to how I go back to 300 without installing so much stuff. On my normal 3ds, I have all 300 and I don't have that much installed.
