It really looks like a partial update, if the DS Profile exploit suddenly stopped working. The browser exploit is not working for everyone, but the DS Profile exploit should work for everyone on 4.x.

Have you tried deleting cookies/cache etc. from the browser settings (there is a button to delete all browser data as well that may be better)? That seems to help for most people having problems with the browser exploit.
If that doesn't help, it's probably a partial update and your best bet is to get a NAND mod installed and restore your 9.2 or 4.2 backup using that.

hundshamer does NAND mods in the US for a reasonable price.

So if nothing else works, I suggest giving him a PM.
The price is $32.00 including return shipping for a micro USB port and an SD adapter for an XL. That's everything you need to backup/restore the NAND from a PC using Win32DiskImager (or similar) minus a SD card reader, which you probably already have if you have a laptop.

Yeah i think that what Ill have to do. Is there a way i could do it myself. Or if anything does anyone know the software that the new 3ds comes with so i could just buy that one

As mentioned above, yes you can, but if you have no soldering experience I would not recommend it. Soldering ont small solder pads that are close together is tricky even for someone with a little soldering experience like me, I wouldn't trust myself to be able to do it. Bridging the pads is really easy when they are close together and removing solder is harder than applying it.

Yeah I look at the video and it looks kind of hard anyway could you give me his info so I could PM him and ask for a quote
