Save time: prototype DSimenu can dump cartridge ROMs, this can easily dump a DSi dev cart(but there's a 32MB limit).
(The 'GodMode9-1_8-HardCodded_DSIDEVKEY' in the rvtr's tutorial can dump DSi DEV carts. So this blog is just some useless stuff.)
---------
I just noticed that godmode9 has a recent update, about dump DEV ROM from DSi dev cartridges, but I tried it and it didn't work.
So I want to try using godmode9i, it worked, but a lot of items FAIL when verifying the ROM.
Before using godmode9i, I played around with it a bit using DSipanda(use the prototype DSimenu).
After dumping the ROM with godmode9i, I checked the SD card and saw some dat files.
Sometimes I see some '.dat' files on the SD card of my DSi, they're kind of like ROM images.
I originally thought it was generated by some high-permission app(like Unlaunch or Launcher?) when starting the cartridge.

.
I don't know if I'm out of date, because the ways I get information are limited.
It seems like 'The Cutting Room Floor'and rvtr's tutorial don't mention this point.
(What's wrong with 'The Cutting Room Floor'? It keeps giving 429 errors.)

Any DSi(Retail or DSipanda) can boot prototype DSimenu, you just need to put the prototype Launcher app file on the SD card, and then use Unlaunch to start it.
Then launch a cartridge in prototype DSimenu, the top and bottom screens flicker for 2 minutes. I guess this is when the ROM is being dumped.
- Retail DSi can dump retail DS/DSi(Hybrid/Limited) carts. (32MB limit)
- DSipanda can dump retail DS and DEV(DEBUG) carts. (32MB limit)
It actually also dump flashcards.
.
For example: this is a TWL EVA DEV cart.
DEV ROM dump by Godmode9i: the twl area in the ROM has some FAIL.
Original DEV ROM and the dat file on the SD card: all GOOD, the DAT file seems to be an cart image.
The difference is that DAT file replace the original ROM's some '00' bytes with meaningless gibberish.
The DAT file doesn't contain blowfish tables.
When I start a cartridge in prototype DSimenu, it will generate 6 DAT files on the SD card.
NTRJ_ARM7FLX.dat = arm7.bin
NTRJ_ARM7LTD.dat = arm7i.bin
NTRJ_ARM9FLX.dat = arm9.bin
NTRJ_ARM9LTD.dat = arm9i.bin
NTRJ_CARD256Mbit.dat = cart image, the dat file have a 32MB(256Mbit) limit
NTRJ_HEADER.dat = rom header
There's no SAV file, but I can use godmode9i to dump the SAV file.
