ROM Hack [Help] Building a .cia of Sm4sh

How do I build a .cia for Smash? I want to make a custom .3ds and convert it to a .cia, but when I run the game it always tell me the data is corrupted or that I need the latest update (even though I already have it installed). The only thing I'm modifying is a few skins.

You cannot rebuild a ssb4 rom with a custom dtls easily as far as I know (unless the textures that are modified are smaller or the same size as before). I have no idea what causes the error though...
