Hacking Help/advice on flashcarts/hax

Hello.
I am in the market for a new 3ds XL (e). I want to (through the cheapest means necessary), set it up so I can have a collection of old DS roms on it, as well as 3ds roms (preferably installed to the home screen).
Now, there is a LOT of technical information out there. If its a guide, I've read it. Here is my plan (will this work?):
Get ooT, and a powersave adaptor, run oothx, and somehow downgrade to 9.2.
At this point, I should be able to take .3ds roms and run them through this, https://gbatemp.net/threads/release-3ds-simple-cia-converter.384559/ and install to the home screen right?
Also, it is my understanding that one can region unlock the 3ds for other region cartridges (i'm american and am going back to america within half a year).
Now for the normal ds games, everyone says get a flashcart. Which one? I primarially want to run japanese roms (learning japanese want those kanji apps)

R4i Gold 3DS RTS from R4iDS.cn. nds-card.com has it for 17 bucks, shipped.

alternatively, R4i SDHC 3DS RTS (WiFi) from R4i-SDHC.com. I can't recommend a DSTWO/+ for a 3DS due to battery-related issues. no matter what you do though, DON'T get a Lite, Dual-Core, Gold Pro, Snoopy or Upgrade flashcart from R4iSDHC.com

I got my r4ids gold (r4ids.cn) from modchipsdirect, they're pretty solid, I got the flash cart in just under a week. You can get the r4isdhc for $10 but the kernel on it is spotty and time locked, and after switching to YsMenu I've yet to get black/white/black 2/white 2 working. My r4i gold is flawless, we'll worth the extra $10.

Also, if you can, try and find a cheap ds lite somewhere - I got mine for $40, so worth it. DS games look like steaming garbage on the 3ds, especially 3dsxl.

You can convert .3ds files to .cia but I'd say just get them in .cia or even now .tik, it's way easier.

Most cfw will have region free by default, Luma and ntr have language emulation too, so you can play translations of out of region DLC.

If you're going back to America to live in America though, I'd say wait for then to get a us 3ds. You can't use the out of region eshop, so if you bought American games in America and you're on an eur 3ds you cant use the eshop to get updates or dlc for USA games. You can change your firmware region with secureinfo_a but as far as I know you still can't use the eshop unless you have a secureinfo_c from a clean 3ds.

But would I need eshop if i'm pirating the cia files? Could I not just buy the eu versions of games digitally via the store?

you wouldn't need eshop but if you would want to you'd be screwed, or if you wanted to use .tik files as well. You could buy EU games through the store, but if you plan on buying carts or games in america you have to download the update .cias from sites, you can't update them or buy dlc from the eu shop.
 
Why doesn't the EU shop have any updates? Assuming it was a bought game file through the store.
Edit: oh you are saying I couldn't buy US games and update them, with EU ones I should be fine right?

the eu shop has updates, but only for eu games. If you went to america and bought a US cart you couldn't update it, yes (and if you don't go to cfw they won't work altogether). If you buy eu games yes you'll be fine, but when you go back to America, then it wouldn't really have been worth getting an EU 3DS over.
