Having problems getting a Eur game to work on a USA console

i am having problems getting Mario and Luigi Paper jam Bros. (EUR) to work on my USA console. I have 10.2.1 with a N3DS with latest CFW (11.15.0 lumas working and I saw a post with a similar problem here but i still wasn't able to get the rom to work. I would like the Eur version as there are alot more cheats than the USA version. Thanks in advance for any replies.
