It has firm/kernel version 2.50-0 which means minimum of 9.6. So this can only work on old3ds right now.I have a jap n3DS emunand 9.5U with Gateway and neither the .cia or the .3ds/.3dz works.
I guess is cryptofixed so we're going to have to wait for a "cracked" version of it, like with TBoI. I don't have a regular 3DS to try but I guess it works aifaik.

I decrypted the exheader using a 4.4.0 Japanese 3DS to create the xorpad, changed the SD Load flag and minimum kernel version in a hex editor, repackaged it, and it worked fine on my sister's 9.0 new 3DS.
