I've dumped my snes kernel from 3 versions of hakchi (2.0.20.14, 2.0.20.15 and 2.0.21b) and they all have the same md5. I think people return to stock and flash on a newer version to avoid issues with updates/fixes. I haven't lost any of my saves updating. The dump folder stays the same (using the webinstaller), obviously if you use the standalone then you'll have to copy files over from your previous setup.

Yes, the only reason to redump your stock kernel is if it's your first time or if you lost your backup. Hakchi does not modify it or encrypt it so so there's no need to re-dump each time you upgrade.

before i found them on usr/share/games but now there are not there!
They are still there, but now "linked" to. More free space.
Just click Importeer als archief and you will be fine as long as you have RetroArch and a module/core to run Neo Geo Games installed.
