Is there a way to find encounter rates for the Wild Pokémon and other things of that sort using CrystalTile2 or any other program?

Encounter rates are pretty much just a hex editor and your brain. Crystaltile won't help beyond getting stuff from the filesystem.

How do people find out encounter rates anyway? There has to be a way.
