It is not certain to be the release date, sure, but it is an important enough date for Rockstar to highlight.

Are postman literally like "Well I've just done House 2 and that's 4 up ahead but someones parked next to this house's curb so I can't see his house number, best skip it then" ?

They typically alternate back and forth, even numbers on one side and odd numbers on the other.

Oddly, I have never seen house numbers on the curb like that before. Here, we usually have them right near the door of the house (or on a patio overhang, if there is one) and/or on the side of the mailbox.

Edit - usually, though, if a car is parked in front of a mialbox, the postman is just going to skip it. Can't be arsed to get out and walk around it, and I don't blame them.

A vast majority don't. But I agree, it's just a damn house number, get over it.
