Hacking Greyed out freeshop titles after transfer?

I just installed Luma on my new system using the DSi injection method. Some of my freeshop titles from the previous system of there, all of which are virtual console, but the majority are not. When looking in data management, these titles are grayed out and have an X next to them. How do I fix this?
