ROM Hack Getting cia install fbi error with CTGP cia

CTGP 0.11 cia from that iso site gives me
Failed to install cia file
Result code: 0xD8E8025
Level: Permanently 27
Summary: invalid argument 7
Module: AM 32
Desc: INvalid NCCH 37

I could install it earlier, but it would give me : " An error has occured, turn off 3ds"
Now uninstalled and attempt at re-install would keep giving me this.. any idea?

EDIT. Found out gateway mode causing issue somehow. boot into normal mode.
