Hacking Getting a R4 on Mexico

I was wondering if there is a good place with fast shipping with decent sent rates for Mexico to get the R4.

a friend is trying to get it but he dont wanna wait for like 3 weeks and hopefully pay less than 20 usd to get it at mexico.

I wouldn't think shipping would be that much more than to the US.

well at least in the 3 or 4 sites we have checked they all goes for like 25 usd to deliver to mexico in 3-5 days... thats why im asking here ._.
