Nexopia was the popular thing before Facebook came around. But they fucked up it with so many updates and made it look ugly and crap and now it's become a site for tweens and sluts.

Actually, you could always play Neopets for free, you didn't need to buy an actual plushie or anything, the merchandise develeped only out of the web's popularity. So you can still go and play those minigames now, only I think the yearly Some Game With a Ball Tournament is not for free anymore.

Look up the IP. If it's from a residential ISP it's a home user, but if it's not it's a company or government entity, depending on what the info says.
