Hacking GBA VC Problems - CIA not showing up on unlinked sysnand

I can't seem to get GBA VC to work at all.

I've got a N3DS on unlinked 9.0 sysnand and 9.5 reinand emunand. I've installed agb_firm to both nands and I can install the games fine to emunand, however when I try to install any VC to sysnand using FBI through Pasta it gives me an error 'could not open file'.
I've tried installing devmenu to sysnand and then use that to install the games but after I reboot into sysnand, the spot where devmenu should be will flash a square and then disappear.

Can anyone help me out here?

If you separate your sysnand from emunand, you have to install the gba cia game on the two nands to boot the game.
