Hacking Gateway Setup Question.

Hi everyone I have a gateway 3DS. I was looking for some help in setting it up and using it. My 3DS is on 8.1 right now. I have a couple questions. First is what is the best way to set it up without using the internet browser each time. Second is about CIA's. I understand what they are but am confused about how to use them. If anyone can point me in the right direction it would be appreciated thank you.

OK thanks for the reply been trying this for the last couple hours sorry I didn't reply. I am almost done now. I am on Section V - Injecting FBI. I followed all the steps and it still boots to the default health and safety app. I even followed the troubleshooting guide in part 7 but there are no uppercase extensions for my regions. I am stuck and lost as it isn't working.
