Hacking Game's file size smaller than the eShop version. Something wrong?

I'm kind of new to CFW and 3ds hacks, so don't judge me too hard if this is a stupid question.

So I recently downloaded the CIA for Luigi's Mansion (EU) and installed it with FBI. However, the file size is only 1597 blocks. The official Nintendo eShop page says it should be 1823 blocks.

The game works fine, though. Could the software be malicious in any way?
