Homebrew Gamecube Cheats with Gecko or Ocarina?

I was wondering if you could use Gamecube cheats with Gecko or Ocarina. I saw this cheat that lets you use the Phazon beam outside of the final battle in Metroid Prime and I would like to try it out.

...and you could also use NeoGamma+Action Replay+cMIOS to use cheats in backups without modchip, but for now there is no real good working way to use gecko or ocarina in backups without modchip.

So does the mod allow GC cheats to be used?
