I'd like the ability to rewind/fastforward and easily add cheats (as in, entering them right from the PSP).

What's the most up to date GB/C emulator that's got those features?

you can try the rin v1.32 rm mod

as far as I know, no emulator allows cheats to be added in on the fly
you need the cheat file
