On CFW? Pirate shops have the most up to date updates.

The one I used for a long time is no longer active. I dumped my gamecart but it says it requires and update. I checked another site I found but they don’t have the game listed

It should let you start the game anyway. Unless you've had a newer update installed before, but downgraded or uninstalled it.
There's JITS (It Just Works) and hbg currently, you can use both by manually editing the locations file, but they both have a habit of going down, no idea if either of them are up right now.
I would suggest forums, they rip data from the pirate shops and reupload it, so they're always a bit behind but it's the next best thing. However, with both of the big forums being gone, I'm not sure what sites people use now...
