Homebrew Freeshop doesn't work after region swap

Here's a break down of what I did:

I have a USA O3DS. I followed Plailect's region swap guide from U to E, the system's new region defaulted to Albania. I formatted the system, selected Australia for the region and update to 11.6, then installed FBI, luma updater, etc and freeshop. I start freeshop, input the title key url, and nothing shows up. It says "no cache entries found for your title keys". That's weird, it worked just before the region swap... I then started eshop to which it said "previous region Albania, new region Australia" then it gave error code 005-5958 after attempting to start eshop.

After researching a bit, I found that apparently I needed to delete my US eShop account then I can use EU eShop. Okay, so I already made a US sysnand backup when I first CFWed it, and now I created an EU sysnand backup using gm9

I use gm9 to recover the US sysnand from backup (safe) according to plailect's restoring sysnand guide, go to eshop and delete the eshop account, then I recovered the EU sysnand backup. I start eshop again, it spits out the 005-5958 error but doesn't say anything about the "previous region Albania, new region Australia". Freeshop still doesn't work with same error.

What do I do? I don't care about eShop working, just need freeshop to work.

Sorry for messy writing structure, I'm so annoyed.

EDIT: I fixed Freeshop, it's working now. Don't need help anymore.

No need to do region swap. Luma3DS supports region free

Yes I'm quite aware of that, but Download Play is still region locked regardless of having luma or not. For games like Mario Kart 7, the systems MUST be of the same region to use local play, even if all the 3DS (being of different regions) have luma and use region CIA of mk7.

Now I've seen on Plailect's guide that apparently individual title region emulation is possible, but the link is broken and I couldn't find anything on that anywhere else.
