I was trying to remove my CFW from my switch and get it back to Nintendo factory settings. I managed to remove the CFW and reset my switch and then I formatted my micro SD card forgetting that I used Incognito that was stored on it. Now I cannot restore my serial number or access any of Nintendo services. I don't have a NAND backup either since I was only installing to do some testing but not I have pretty much bricked my switch.

Is there anything I can do to get Nintendo services back on my switch or am i screwed? Is there anything I can do with hacdiskmount to restore these settings?

You've essentially banned yourself. Unless you have done NOTHING to the SD card since formatting it (and I mean nothing, not a single saved file or anything) then you may have luck running data recovery on it. You may be able to unformat it to restore the previous file table and recover the incognito backup.

Pretty much what AnalogMan said. And cross your fingers that it works, as it's not guaranteed that you can recover those files.

This application backs up your PRODINFO to the SD card, as backup/PRODINFO.bin You should keep this backup in a more secure location, and not leave it on the SD card where it could be subject to corruption or be read by malicious applications.

I love how devs warn people about important information on the official repo and yet so many people fuck themselves up not caring enough about reading the manual (or even reading anything at all). Well, you payed for not caring by banning yourself, that's fair. AnalogMan suggested the only possible working solution of trying to restore data from your sd card.
