1. change country from your country to another Canada to US or US to Canada.
2. Set wii connect 24 settings and accept agreement.
3. now go to the vote channel set your region and location and exit vote channel.
4. now go back and change country settings once again.
5. accept wiiconnect24 agreement again.
6. go back to the vote channel, it will ask you to set region once again.
7. goto news channel and it should work just fine.
