And no, there isn't.

i thik he meant the opposite, he want to convert pc font into NDS font.
font file in nds rom usually in a form of a tile, you can use any tile editor

There are some font type options in the nitroSDK but they are one of the most frequently altered parts of it. This being said setya5785 is right about the tile editor principle, get a nice one like the one that comes with crystaltile2 and you are sorted.
