Homebrew File explorer with NAND/SD support?

Does a file explorer exist which supports reading NAND filesystem and SD contents?
I'd like a program which is capable of at least copying NAND -> SD.
Failing that, an alternative method of being able to dump the unencrypted NAND filesystem of a Palantine CFW installation would be useful.

I need something that's available in 3dsx or cia format.
I don't think ORGANIZ3D supports NAND reading, but if I'm mistaken please correct me.

Nothing on Ninjhax supports nand reading... and this is a 3dsx.

Can installable cias? I imagine they must if things like DevMenu work.

nope, afaik nothing on the 3ds has full nand access, apps only really get so much, like a sandbox, they get access to their own area, and shared resources, but not the full FS
