You can make characters relationships be S(Conversation) and then listen to the conversation to unlock them

also wondering, is it possible to enable supports for characters illegal to your current route (and revelation gunter)? I know it is possible to edit the support levels directly from the editor but is is possible to allow the supports to develop in game? or can that not be achieved with save editing?

I guess you can use custom supports ( named after "FEFates gay hacks)
Which also enables supports from other routes (correct me if I am wrong)

In DeathChaos' Conquest Recruitment Swap hack, he includes a GameData.bin file that's just the default GameData.bin file with the path-lock on the supports removed, not sure if it'll work for Birthright, but I know for sure it works for Conquest.

But that's done through ROM hacking. It can't be done via save editing.

Ye I have CFW, I probably know how to dump and everything but I'm scared to lose my save if I rom hack. (I think you lose the save or I might be wrong)

You could always backup your save using JKSM.
