So you can't get the Cipher units unless you merge your extra data with EmblemCrossing's extra data. The extra data dump can be found on DeathChaos25's Custom DLC thread. The .fe14unit files can be found there as well.
I get them on my European game without custom dlc.
What I did was, download them on my ファイアーエムブレムif version and saved the game.
Then I dumped the extdata with SaveDataFiler.
Then I dumped my extdata from my European limited edition .
Delete every file in my European extdata and copy my japanese data in it.
Then I restored this extdata with JKSM in my European version.
Of course, I copied the units with Feftwiddler from my Japanese save, to my European save.
Everything works perfectly expect their names appears as ???, which is normal since hiragana doesn't exist in our ASCII table.
No custom dlc are needed, I just using my data from my Japanese game.

I've noticed some of the under accessories are a bit inconsistant, i tried every one of them except the bath towl and here are the results:
dark robe turned into hoshido crown (sumeragi's mask)
bold swimsuit turned into a bath towel
seashell suit turned into love bracelet
toga of love had to be removed due to "missing dlc"
and finally, tropical suit turned into an emblem shield
strangely they all took up the under slot and thus could be stacked with other accessories on the arm/face slot unless removed (and could only be removed by equipping a bath towel in the case of love bracelet/hoshido crown/emblem shield, once removed it will act like the regular item and go back to its appropriate category: face for hoshido crown, and arm for emblem shield and love bracelet) I'm not sure if i would need a custom firmware or something in order to access the actual items but i just wanted to bring this to attention.

Most of those items were removed in the NA version, with the bath towel being the only thing left. Not even custom firmware can bring those items back.
actually i just tried giving a character dark crown just now and it reassigned to toga of love, but it just had the same appearance as a bath towel.
i think NA fire emblem fates seems to assign their accessories differently, because some accessories seem to work (maids band) while some do not (putting an emblem shield on in the editor results in missing dlc. but having one already equipped and entering the editor shows it up as completely blank to the editor, not even a (none), if i do not change it and return to the game i'll still have the emblem shield equipped).
i think i should test it more to see which accessories causes which changes.

There's a Supports button in the Unit Viewer tab. If it is grayed out, play a vanilla version of Fates.
Extra data saves aren't compatible with FEFTwiddler. The save files need to be moved to the first 3 save slots.
I think something I did in FEFTwiddler caused the price for inheriting skills from units in other people's My Castle's to be higher. It also affected the price of inheriting skills from units in my Unit Logbook. I think it happened because of the Heart Seals to DLC classes megacheat. It occurred around the first time I decided to use that. It could also be because I gave myself over 99 of certain items like Seed of Trust and Gold Bars. I'll check.

JKSM doesn't work with the Japanese version's extra data. You specifically need custom firmware to get the custom DLC.
Just don't do online battles. I'm not sure if the custom characters will shadowban or not, so just don't do online battles with them.
Then get them in your English version. Except Roy as no one has the DLC extra data with Roy in it.
