is there a way to make it so I will be one gender while my character looks like the other via hex editing or no and if not could someone help me do that
There is not. The gender flag determines how the other character creation flags are interpreted. I.E. indicating hair 1 and male picks the first male hair, but if you change the flag to female the hair changes to be female hair 1.

I haven't tried myself, but if you look at the characters' files with Paragon, there's an entry for each bond unit in the game files it seems.
Also you have the personal skills listed there.
I'd say changing it there would work, although it is no hex editing of the save file, but the game files.

Thanks a lot man although it also shows units that have not been born which makes it confusing i can now at least change their skills

It depends what your way of playing with the changed files is I guess.
If you've edited the romfs, you should have your paragon output folder with the modified files.
One way is to rebuild the cia, and then install it to your 3ds or run it via citra.
Another way (and a much more convenient imo) to "enable game patching" with luma, put the modified files onto your sd card and then simply run the game. Luma loads your modified files then instead of the files it usually loads. The patching method also works with Citra. There's a mod framework where you can put the files into to have them loaded instead of the vanilla files.
