I downloaded the gamedata.bin which can patch amiibo data to the rom

Sorry for dumbish questions....
1.How could I execute the gamedata.bin to the .cia rom? Where to start?

2.When I have already patched the amiibo data to rom, will the game be viable for wifi pvp?
