Hacking FBI Cia Installer Error

Hello guys i did a topic but this is another topic because i am having an annoying error on FBI when i try to import a cia:
I have a new 3ds xl,CFW gateway + browser hax.I tried using the .3dsx and the same error but it doesn't even import,when i click to import the .cia it directly gives me this:
I did click on install CIA and 0.5 second later i have the error screen,i didn't even begin the import:
Failed to install CIA file.
Result code:0xD8E0806A
Level: permanent (27)
Summary:Invalid argument
Module : AM (32)
Desc: Cert signature or hash check failed (106)

With the .3ds version,it loads and tries to import and then gives me this error.The only difference is that with the cia version it gave me the error with all cia meanwhile i tried to install some .cia with the fbi.3ds and only the monster hunter generations EUR didn't want
