My apologies, I would also like to mention that I tried Cory1492's loader and got a similar error.
But thank you for that tip, I had thought I downloaded 0.58, but apparently not...
It would seem Mother 3 is too large for GBA xpLoader...
How should I get Cory1492's loader working...?

After finding some material to read, I got GBA exploader to load Mother 3.
But thank you for that tip, I had thought I downloaded 0.58, but apparently not...

anything above 16MB needs to be loaded to NOR. 16MB and lower can be loaded to PSRAM.
