I'll tell you why he might have done something before asking.
It's because often on forums like this people bitch at those asking stuff that could be found in a guide or some FAQ, but what they don't realize is that it's much safer and easier to have a person guide you through a process than you just reading a guide.

Some of us aren't that bright or willing to take risks so we HAVE to ask even if the rules say to read everything on your own and not ask the same stuff that has already been covered in guides, sometimes you just need someone to talk you through these things.

So maybe he didn't want to be bitched at and just decided to go about it without consulting with people first, just one possible reason not sayin' he did it because of this or blaming anymore.

...and he could have simply UPGRADED cioscorp to Softmii... they are basically the same thing. Even on the instruction of softmii there is a section about installing it on cioscorp! Softmii has cioscorp in it.
But if he deleted all his IOS, I don't think he could use an Infectus. He also lack the NAND dump and keys.

The best solution in my opinion is to give the console to nintendo saying that he was updating it and the power went off...

Wow this is why stupid people shouldn't be allowed to use homebrew. Before this tool was ever released It has been said time and time again that the system IOS's are the base runtime environment on which the system menu runs. To delete them will break this base thusly resulting in the software not being able to boot. You royally fucked yourself dude. Without a nand flash dump from the system when it was working along with all the system keys there is no way in hell you can recover the system. Nintendo Will likely be able to see that the IOS'e were all deleted but also see that the systems been modified in the software base. That is if they can somehow view the system nand flash from the repair center. I don't know that they can.................... None the less this is exactly why people should never do anything to there system if they don't have any idea what the hell they are doing to it!

Ouch. Thats what you call a full brick. And I agree with Hells Guardian. And Nintendo will have ways of seeing that this console has been soft modded, they may fix it, but not likely for free, because warranty would most likely be off.

Do you have starfall installed? Because you could possibly boot a IOS249 patched copy of WadManager Autoboot disk and then reinstall. Or, see if you can boot a legit copy of Twilight Princess. Both would be done by holding down the 'Y' button on a GC controller while booting the Wii. Worth a shot atleast. I've heard of people being save miraculously by stranger things *cough - IronMask- cough*

I never read the stickies or anything, I just followed the readme's and then if anything went wrong I'd check at what I did and see if it was either safe to unistall it or overwrite it. Even before installing anything I knew that if IOS's change I'd be leaning towards a fresh start.

It doesn't matter if starfall is there...... The system menu can not load. Nothing of the boot proccess beyond boot 1 will go through. because after boot one it hands control over to the IOS If the IOS Isn't present it won't boot.
