This error appears everytime you turn on the system? You don't get to see the home menu at all?
What's the last thing you did with system, like did you install a new game etc.?
What firmware are you on, and what version of Luma?
Can you access either Luma or GodMode9?
Can you access the recovery mode with the button combo?

This contradicts what you wrote here: "Everytime i turn on my 3ds after seconds i got this message."..
I installed a game hackroom,
Not sure what that is. Can't you uninstall it? Or if it's just a bunch of mod/patch files located on your sd card, just delete them from pc.
Note: i'm talking about the patch files and not the game files that're inside the "Nintendo 3DS" folder, if that's the case..
but this started happen before.
What happened before? And how did you get to install this "game hackroom" if it gives you the ErrDisp error after 45 secs? It's not sufficient to install anything (unless it's like a 20mb game or less)..

For starters, you're on an old firmware and yet you're using the latest version of luma3ds, that might cause problems but i'm not sure. You should update the system through the recovery mode, but before doing that make sure you have a nand backup, make one in GodMode9..
The strange thing is sometimes happens sometimes no.
You could also check your sd card for errors with h2testw, you can't be sure it's not faulty until you test it. Backup your data before doing it, obviously. Make to format the sd card as Fat32 32kb cluster size before and after the test. Use the "read & verify" option in h2testw..

This error appears to correspond to a malfunction in the wireless communication.

Disable wireless and restart your console.

Same happened to me.
if you turn of wireless connection, everything should work fine, but without wireless connection (obviously).
Can you let me know if you got the problem fixed?

I've been looking for a fix for months now. I've replaced the wireless card in my N3DSXL from another one I know is working from a backup N3DSXL I had. The kicker is both wireless cards work on the vanilla backup one, but the main one with CFW gets this error which confuses me. With wireless on, it takes about 30 seconds or so on the home menu to get this error without fail. Turning it off fixes it but then I can't use any wireless features. I really don't know what to do at this point.

Is it the same error, with "Process name: nwm" ?

Does the problem still happen if you remove your SD card?
Yes, specifically it's "ErrDisp"

Error type: generic

Process ID: 26
Process name: nwm
Process title ID: 0x0004013000002d02

Address: 0x00109466
Error code: 0xf9606c02

Just tried rebooting without SD (both with and without wireless enabled), I get "An exception occurred"

Processor: ARM11 (core 1)
Exception type: unidentified instruction
Current process: pi (0000000000000000)
