Emulation machine?

Sooo... I want an PC with good specs for emulating:
NES: IDK
SNES:snes9x
N64:Project 64
GC:Dolphin
Wii:Dolphin
Wii U:CEMU
3DS:Citra
GB:Idk
GBA:VBA
GBC:IDK
DS:DeSmume
Is there an not-too-expensive PC capable of running these, at original resolution at least, with 60 FPS?

I think your cheapest option would be to go with Ryzen (AMD) with Radeon Vega graphics.
I've been looking for the same for a long time and needless to say, it isn't cheap.

The thing that would struggle the most is WiiU (Cemu) pero any other would run perfect. Also you might note that Cemu is advancing rapidly so if your goal is only emulating, I recommend it to stick with it.

Recommended: AMD Ryzen 3 2200g 8GB RAM DDR4
 
For most of those, you could pick up a cheap Dell OptiPlex (maybe a Series 3 or 4) from a few years ago, pop a newer-ish GPU in it and have most of that running at native framerates and resolutions, or higher. You'd probably spend less than $120USD and would only have to worry about 3DS, Wii U and maybe regular DS (though I suspect DS would be okay). Really, it all comes down to budget, what you can spend where and what your priorities for the machine are.

I have this machine, can recommend, just make sure you put 3000 mhz ram
