Why not ? It's always possible to modify a savegame. If you want an advice, backup your actual PAL save, delete your save from your Wii, create a new PAL save, backup it, delete it, create a new NTSC save, backup it and delete it.

With that you'll have three saves :

- Two saves which should be almost identical except some things like the region or the CRC if present
- Your save on which you'll apply the modifications you'll find with the previous save.

The only problem is I don't have a PAL Mario Kart game to extract from.

Hmpf, you may need to download the PAL version otherwise it will be very hard to guess where is the region code (if there is a region code)

doubt it....thats something within game code not the save.
