People that work at stores that sell the games get them a week before release.

To be in stores on such and such date, they have to be manufactured weeks beforehand to account for shipping time. Whoops one went missing from the factory or shipping dock.
Distribution centers for the retail stores have them before they get sent to the stores, again, sometimes one (or several) goes missing.
There are advance review copies sent to game sites. Ever wonder why the day a game comes out, ever major site has a review?
