Is there a way to play DSi download games (in .cia format for example) on a DSiXL via Flashcard?

Nope. The only flascart that can play DSi ENHANCED (not exclusive/DSi Ware) games is the cyclods ievolution and the DSI enhanced compatibility is a hit-or-miss (about 50% of the PROPER DSi enhanced dumps work). It doesn't work with the latest DSi/3DS version without CFW.
