Generally you can just run the bootloader updater .nds and flash a fixed bootloader to the card.

Just download the updater to your SD card and run it using nds-hb-menu.

Looks like it didn't work. With or without a cart inside, the updater reports it as successful, going from v0 to v5. Yet, the cart still won't boot.
