I understand this but if it's based on the Luna updater it wouldn't be too hard to expand it eventually since that tool already installs cias as will as regular file downloads to the SD card.

I take it you mean the Luma3DS Updater app? It doesn't install any CIAs on its own, it merely downloads the latest Luma3DS.bin as arm9loaderhax.bin to the root of the SD card, renaming the original to arm9loaderhax.bin.bak first if it exists (which it should unless you aren't using CFW via A9LH).

It would be very convenient to have one major TWLoader updater app, but at the time being we are only focused on keeping bootstrap-dldi.nds updated as often as possible, as it's not often when TWLoader gets updated currently. I'm sure it will be worked on someday in the future, but not now.

Alerdy and I talked about the bootstrap stuff a bit in chaos discord last night. The direction is pretty neat, wouldn't be surprised if nds ROM hacks become a thing soon after this takes off.
