I can't explane it in technical terms but if you are asking why they just don't make a gba emulator that runs in ds mode is because the hardware is not powerful enough to really do it. Then there is the point that the gba hardware is already in the machine. This further deters someone from trying to make a working emulator. Think of it this way. yes there is a gba emulator on the psp. The psp though it a much more powerful system. I have never used it but i a willing to bet that it does not even run perfect.
