Well I've been checking out the anime.

Can't tell if it's genuinely "loli" as the girls are really 17.

The anime looks to be focused on INTENTIONALLY making as many dumb silly loli references as possible.
I think we can assume the show isn't aimed at teens entirely. Certainly isn't a kids show.
Is there really that much of a market in Japan for in your face loli looking anime?
