What's the state of Dreamcast emulation at the moment? Do I still need a top-of-the-line PC to get games to run at anything over 2 fps? Could you recommend me a good emulator?

You can pick up a dreamcast now for £10 with controller and a few games. It doesn't need modding either to play backups. Why would you want to emulate it when its so cheap?
 
That would be $30 for the console, $30 for shipping, import tax, and a fixed "administrative fee" of $35.

Don't get me wrong, I would love to own an original Dreamcast console, and I will definitely get one some day, but for the time being an emulator I could run on my laptop (if possible) would be much more practical, and, unfortunately, all I can afford.

You'll need a program called Deamon Tools if you use chankast. It has to be version 3.29.
 
I couldn't get the disks to work it always came up with an audio disk. It was easier to mount the images on a virtual drive and play from there.

*edit* I just tried Nulldc and to me it seems to be better than chankast. Less mucking around and no need to mount images which is a plus. I did have a problem trying to get a gamepad working though.
 
Fortunately I don't have to try to use emulation for the Cast, picked up my 2nd Dreamcast for $20 and getting a 3rd later this week. At' $20 a pop, I'll keep picking them up til I have 5 or 6, just in case(now, to find a place that does custom cases/controllers

I have 2 currently. There was a guy on ebay selling colored cases. I have a blue one. Not sure if he's stil there anymore though. most places have fallen off or stopped carrying that stuff.
 
Now that you mention it, I'd always wanted to get a 'Cast. Since emulation seems to be so good, I think I'll try some games before hunting down one (because here, in Spain, the console wasn't that popular and not many units were distributed).
Any recommendations?
 
On games? Plenty...

Alot of the Top-Down shooters are great mindless fun: Gigawing 1 and 2, Trizeal, Psyvariar 2, etc...

Fighters(one of the Dreamcast's strong points) Rival Schools, Marvel vs Capcom 2(a MUST have), Guilty Gear, all the various Street Fighter games and the game that original got the system off the ground-Soul Caliber.

Originals: Shenmue, Samba De Amigo(though not the same without the Maracas), Jet Grind Radio, Crazy Taxi(I found a legit copy of this for a buck in Hawaii lol)

Their are plenty of good/great games for the Cast, just gotta know what you're into

I have Samba De Amigo with the maracas ... I was lucky enough to be in Japan the week it came out.

Best to have a supply of old DreamCasts ... they are known to die after a while ... though I do know a shop in Manchester that has a few new, sealed ones ... he still had about half a dozen, as of last week ... as well as brand-new VMUs and Rumble Packs, too ... his prices aren't too insane, either.
