Hacking Dragon Quest V and cheat screen SuperCard DS ONE

I made a SCC from a txt that looked exactly like this

@Protection Bypass Cheat
0200819C E3A00000
020081A0 E12FFF1E

I've enabled cheats but the cheat screen never comes up and instead, goes on to boot the rom.

I don't understand how others have gotten it to work with Supercard DS ONE.
