Gaming does the usb cable charges the 3ds?

Dont buy retractable ones! The cable on those are so thin that after awhile it'll stop working from pulling apart so many times.

I was kinda thinking the thinner cable would make it charge slower, too.

It can't be slower since it's designed for the same voltage and all, it's a thinner cable sure but I've had mine for a while (like half a year or so) and it hasn't failed me yet at least.
They're fairly cheap too so when mine start to act up I'll probably buy a new one.
I just like the compactness of it when traveling, I can fit it in my game case unlike the other USB cable I have.

Just pay attention to the AC power output. For example, if you were to get this one in the States (110~240), if I'm not mistaken it would burn/fry. This, however, works fine where I live.

It depends on where you live. Refer to this diagram. Now I'm not completely sure if this is accurate, but it's Wikipedia so it should be. Hope this helps!

Be careful with the output of USB chargers. Most of them are 5v which should be fine. However a few years ago I bought a pair of USB speakers which could be powered by USB. What I eventually found out was that they would be louder if you used the included adapter as opposed to the PC, as the included adapter pushed 9v, instead of 5.

I unfortunately found this out when I tried charging my phone with this plug and fried it!
