DisplayPort dummy plug problem

Hello folks,

I'm currently trying to play on my 4k tv, but I always have more and more problem doing so.
First of all, plugging the tv directly to my pc doesn't work (massive lag)
I tried through wifi signal with Sunshine/Mooinlight, the delay is much much better.
However, in order to do that, I must put a dummy plug in one of the DisplayPort of my gpu.
The first one I bought worked, but the 4k mode would be stuck at 17hz (let's say that gaming really sucked)
I bought another one and made sure it was 4k 60hz compatible. But again, when I plug it in, it is still stuck at 17hz on 4k.

Now, I'm starting to wonder if the problem is on my side or if it's a dummy plug thing.
By the way, when I switched the old dummy plug for the new one, I noticed that the "Monitor's name", inside Window Control Panel, remained the same.

Do you guys think there is something I'm missing?

Your GPU might be the problem. Is it a normal integrated GPU or something like a GeForce? Please say the name :)
 
Check the display settings, both the windows one and the Nvidia control panel.

There should be options to change the refresh rate and resolution, I had to manually change this on my rig.

I would also look again at wired, checking the TV settings and the cable (both of which have given me problems).

they both show a maximum of 17hz at 2160p (4k)

To confirm, you checked display settings>advanced display settings?
Does this issue happen with e.g. 1920x1080?
Yes, I did check
17hz in 4k
60hz or 17hz in 1080p
I checked a few other resolution
for exemple :
1920x1200, 1920x1440 2560x1440 : 30hz or 17hz
2048x1536 2560x1600 : 29.99hz or 17hz
