Try setting Console output to "On (with Debug)".

TWL_VRAM ON
Press start...
SCFG_ROM ARM9 3
SCFG_CLK ARM9 81
SCFG_EXT ARM9 83000000
SCFG_ROM ARM7
SCFG_CLKRM7 data 703
ARM7
SCFG_EARM7 data 7187
T ARM7
ARM7 data 93a40000
Running sd:/roms/nds/Mario Slam Basketball.nds (I'm German and using an NTSC dump, out of habit I still called the file by it's European name)
Press start...
Running sd:/roms/nds/Mario Slam Basketball.nds with 1 parameters

White screen, nothing else happens.

That shouldn't happen. Is Bootstrap set to "Release"? If so, set it to "Unofficial", then set it back to "Release".

So you're good, then.
If you have a Mario Kart DS ROM set as a donor ROM, Sonic Rush Adventure will work.

Umm... donor ROM? Did not setup a donor ROM yet...
Pressed SELECT and selected Mario Kart DS as the donor ROM (even though I got no notification that I was successful or something). Same scenario as before...

EDIT: Well, turning off the console output now launches the game (even if it does stutter).

Your SD card might have a low cluster size. Backup all of your files on the SD Card, and format it with the cluster size (known as allocation unit in Windows) of 32kb.

The games do launch correctly now (after turning off console output).
Thank you very much for helping me!

ATTENTION!
To anyone wanting to update to update to 11.4, please don't update.
11.4 breaks the reboot patches in Luma, and as a result, AGB (unreleated to TWLoader) and NTR/TWL modes are broken, meaning that you can't run any ROMs from the SD card, flashcard, or even run your retail DS cartridges.

EDIT: This only happens on New 3DS. Old3DS/2DS seems to be working.
EDIT2: The issue is fixed in the latest Luma nightly.
