It is possible to get a dev kit now or they are dead?

Taobao might have them.
Ebay occasionally has them popping up or make your own with RGLoader.

Be careful though, I nearly bought one in the past but apparently the PSUs can be an issue if it doesn’t come with one, at least depending on the model.

Yeah, rgh loader would be the better option. However, I've heard it's only for rgh. It supposedly bricks jtags, which is what I use.
