You mean the Sys Config Tool?
You can certainly install that and in fact it's the preferred way to use it. Since it can easily brick your sysNAND if you press the wrong option.

I already have the System Config Tool.
The reason that I want to install the WiiU Dev Menu in redNAND is because I want to install the WiiU Kiosk Priewer

I don't think anyone's done it.
If you can find a decrypted version or decrypt the installable files yourself it might be possible. It certainly won't work with dev key encrypted files.

Maybe a stupid question but how can I do that?
