ROM Hack Decrypting a theme pack cia

Currently, there is a cia contianing alot of US themes, which obviously cannot be used on a EUR or JPN system.
Now I was wondering, is it possible to decrypt the whole cia to be left with just 'body_LZ.bin' and bgm.bctsm for use on CHMM?

If so, can anyone help me?
