The theme system only allows you to create animations on the lower screen, the image has 3 frames.

If that were possible I believe it would already be available.
This kind of modification should mess with CTRNand, so I do not think anyone would risk trying to make that kind of modification on their 3DS.

Would anyone like to take a crack at making a Pokemon Prism theme for the 3DS? There's a Gold/Silver 3DS theme right now that's simply amazing and it makes me really want a Prism one, but I know there isn't much stock to make a good theme for it aside from the title screen attached below.
